Regular Board Meeting

 

The Bennington Township regular board meeting was called to order by Supervisor Lee Ash on March 6, 2023, 7:00pm, at the Township Hall.

Present: Jim Forsythe, Matt Dutcher, Lee Ash, Cody Baker, Donna Ash.

Forsythe moved to approve the agendas as printed. Second by Dutcher. Motion carried.
Forsythe moved to approve the minutes for the February 6, 2023 regular meeting as printed. Second by L. Ash. All board members in favor. Motion carried.
L. Ash moved to accept the Treasurer’s report as presented. Second by Forsythe. All board members in favor. Motion carried.
Forsythe moved to pay bills as presented in the amount of $18,923.86. Second by Dutcher. All board members in favor. Motion carried.

Public Comment:
Deputy A. Clapp – Gave a report, 101 events for February.

Board Reports:
Plan Comm – D. Ash – Recommended approval of one variance, one lot line adjustment, and reappointment of two commission members.

• Variance Request – PZBA23-001 – Applicant/property owner Kevin Dutcher present. Baker moved to concur with the Planning Commission and recommend approval of Variance Application PZBA23-001 for Kevin Dutcher, 5348 S. Morrice Rd., Owosso, parcel #010-14-200-002, to allow the creation of a parcel that exceeds the maximum lot size requirements of 2.5 acres. Second by L. Ash. All board members in favor, with Matt Dutcher abstaining. Motion carried.
• Lot Line Adjustment – PLLA22-031- Property Owner Russell Thomas present. L. Ash moved to concur with the Planning Commission and approve Lot Line Adjustment PLLA22-031 for Consumers Energy, parcel #010-23-400-009, #010-23-100-002, #010-23-200-001, #010-23-100-003. Second by Forsythe. All board members in favor. Motion carried.
• Reappointment of Members – L. Ash moved to reappoint Russell Thomas and James Norder to the Township Planning Commission for a term of three years expiring April 2026. Second by Forsythe. All board members in favor. Motion carried.

Roads – L. Ash – Forsythe moved to approve 2023 Road Projects as presented at a cost of $165,930.00. Second by Baker. All board members in favor. Motion carried.

Scratch Course/Chip Seal              Waugh Rd.- from Garrison Rd. to Bennington Rd.               $101,400.00

Old Business: None

New Business: High Speed Internet Expansion – Daystarr and Charter – Dutcher moved to send letter for support of Daystarr and Charter for the ROBIN Program Grant. Second by Baker. All board members in favor. Motion carried.

Forsythe moved to approve the 2023-2024 budget for the budget hearing. Second by Baker. All board members in favor. Motion carried.

Forsythe moved to adjourn. Second by L. Ash. Motion carried.

Forsythe moved to suspend with regular meeting procedure and move to the business at hand. Second by L. Ash. All board members in favor. Motion carried.

Public Comment: None

Baker moved to approve the 2023 – 2024 budget as presented. Second by Dutcher. All board members in favor. Motion carried.

Baker moved to adjourn. Second by Dutcher. Motion carried.
