BENNINGTON TOWNSHIP
Regular Board Meeting

 

The Bennington Township regular meeting was called to order by Supervisor Lee Ash on February 6, 2023, 7:00pm, at the Township Hall.
Present: Jim Forsythe, Matt Dutcher, Lee Ash, Cody Baker, Donna Ash.

Forsythe moved to approve the agenda as printed. Second by Dutcher. Motion carried.
Forsythe moved to approve the minutes for the January 2, 2023 regular meeting as printed. Second by Baker. All board members in favor. Motion carried.
L. Ash moved to approve the Treasurer’s report as presented. Second by Forsythe. All board members in favor. Motion carried.
Forsythe moved to approve payment of bills at a cost $13,840.85. Second by Dutcher. All board members in favor. Motion carried.

New Business:

2023 – 2024 Meeting Dates – Forsythe moved to approve the 2023 – 2024 regular meeting dates as the first Monday of each month, except for July 10, September 4, January 2, all meeting will be held at 7:00pm at the Township Hall. Second by L. Ash. All board members in favor. Motion carried.
2022 - 2023 Audit – Forsythe moved to accept the contract from VMD & Associates to perform the 2022 – 2023 Audit at a cost not to exceed $5,650.00.  Second by L. Ash. All board members in favor. Motion carried.
Poverty Exemption – Forsythe moved to adopt the resolution for Poverty Exemption Income guidelines and Asset Test For 2023 as printed. Second by Dutcher. Roll call vote: L. Ash-yes, Forsythe-yes, D. Ash-yes, Baker-yes, Dutcher-yes. Motion carried. (Complete wording of resolution is available at the Township Hall.)
Board of Review Alternate Date – Forsythe moved to adopt the resolution to Set an Alternate Date for the March Board of Review First Taxpayer Appeal Meeting, with the first meeting to be held Wednesday March 15, 2023. Second by L. Ash. Roll call vote: Dutcher-yes, Baker-yes, L. Ash-yes, Forsythe-yes, D. Ash-yes. Motion carried. (Complete wording of resolution is available at the Township Hall.)
Pay Review/Increase –

• Baker moved to give a pay increase to hourly employees, Deputy Clerk, Deputy Treasurer, Hall Maintenance, Sexton, Election Inspectors, to begin with the new fiscal year at a rate of $15 per hour. Second by Forsythe. All board members in favor. Motion carried.
• Dutcher moved to give a pay increase at a rate of $75 per meeting to Library Board Member and Planning Commission Member; a rate of $100 per meeting to Planning Commission Chairperson and Secretary; a rate of $75 per half day meeting and $200 per whole day meeting to Board of Review members; to begin with the new fiscal year. Second by L. Ash. All board members in favor. Motion carried.

2022 – 2023 Budget Changes – Forsythe moved to make changes to the 2022 – 2023 budget by adding line item 210-000-690.000 Ambulance Prior Year Funds with a budget of $5000, and increase line item210-651-801.014, SSESA Contract, by $4000.00 and increase line item 210-651-803.011, MMR- Mobile Medical Response, by $1000.00. Second by Dutcher. All board members in favor. Motion carried.
2023 -2024 Budget – Board members were presented with a preliminary budget for 2023 -2024 to review for the next meeting.

Forsythe moved to adjourn.  Second by L. Ash. Motion carried.
