January 4, 2021
The Bennington Township regular board meeting was called to order by Supervisor Lee Ash on January 4, 2021, 7:00pm, at the Township Hall.
Present: Lee Ash, Donna Ash, Matt Dutcher, Jim Forsythe, Cody Baker
Forsythe moved to approve the agenda with the addition of Revolving Fund to Old Business. Second by Dutcher. Motion carried.
Forsythe moved to approve the minutes for the December 7, 2020 regular board meeting as printed. Second by L. Ash. All board members in favor. Motion carried.
Forsythe moved to approve the Treasurer’s report as presented. Second by Baker. All board members in favor. Motion carried.
Forsythe moved to pay bills as presented in the amount of $234,314.67. All board members in favor. Motion carried.
Public Comment: None
Board Reports:
Plan Comm- D. Ash- Recommended on lot line adjustment approval and made a recommendation for Plan Comm Administrator.
Old Business:
Revolving Fund Transfer – Baker moved to rescind the motion from the December 7, 2020 meeting stating to move $218,822.14 from the Revolving Fund and place in the General Fund for the purpose of purchasing the property and releasing the excess amount from the parameters of the Revolving Fund. Second by Dutcher. All board members in favor by hand vote. Motion carried. Baker moved to move all monies from the Revolving Fund and place in the General Fund and release the monies from the parameters of the Revolving Fund. Second by Dutcher. All board members in favor. Motion carried.
New Business:
Bd. Of Review Training – Forsythe moved to pay for four members to attend Board of Review Training at a cost of $170.00. Second by L. Ash. All board members in favor. Motion carried.
School Election Agreement- Discussion. The Clerk as election administration will proceed with the School Election Agreements with the County.
Year End Meeting/Budget Hearing – Forsythe moved to hold the budget hearing on March 1, 2021 immediately following the 7:00 regular board meeting at the Township Hall. Second by L. Ash. All board members in favor. Motion carried.
Salary Resolution – Dutcher moved to adopt the Resolution to Establish Township Officials Salary. Second by L. Ash. All board members in favor. Motion carried. (Complete wording of resolution is available at the Township Hall.)
2021 – 2022 Regular Meeting Dates – L. Ash moved to approve the 2021 -2022 regular meeting dates as the first Monday of each month, except for September which will be held on September 1, 2021, all meetings will begin at 7:00pm at the Township Hall. Second by Forsythe. All board members in favor. Motion carried.
2021 – 2022 Budget – Board members were given the 2021 -2022 Preliminary Budget to review for discussion at the next meeting.
2020 – 2021 Budget Changes – Forsythe moved to make adjustments to the 2020 -2021 budget as follows:
010-000-690 Prior Year Available Funds $200,000.00 Increase of $200,000.00
101-191-727 Election Supplies $6,500.00 Increase of $1,500.00
101-191-730 Election Stamps $1,300.00 Increase of $100.00
101-191-970 Election Capital Outlay $8,100.00 Decrease of $1,600.00
101-265-970 Capital Outlay (Building) $230,000.00 Increase of $175,000.00
Second by Dutcher. All board members in favor. Motion carried.
L. Ash moved to adjourn. Second by Forsythe. Motion carried.
