The Bennington Township regular board meeting was called to order by Supervisor Lee Ash on April 2, 2018, 7:00 pm, at the Township Hall.
Present: Matt Dutcher, Cindy Garber, Lee Ash, Donna Ash
Not Present: Nancy Zdunic
Garber moved to accept the agenda as printed. Seconded by Dutcher. Motion carried.
L. Ash moved to approve the minutes for the March 5, 2018 regular board meeting, the March 14, 2018 special board meeting and the March 28, 2018 special board meeting as printed. Seconded by Dutcher. All board members present in favor. Motion carried.
L. Ash moved to approve the Treasurer’s report as presented. Seconded by Dutcher. All board members present in favor. Motion carried.
Dutcher moved to pay bills as presented in the amount of $18,434.25. Seconded by L. Ash. All board members present in favor. Motion carried.

Library – Garber – Update.
Plan Comm – D. Ash – Reviewed a SUP and two variances and proceeded with the Land Use Update.
- Dutcher moved to concur with the Township Planning Commission and recommend approval of application #PSUP18-03 for Eric and Amy Swanson, 2577 W. Brewer Rd., Owosso, Property #010-22-100-001 for an agricultural tourism and entertainment establishment as provided for in Section 4.3.28 of the Shiawassee County Zoning Ordinance. Seconded by L. Ash. All board members present in favor. Motion carried.
- Dutcher moved to concur with the Township Planning Commission and NOT recommend approval of application #PZBA18-003 for Rebecca Caswell, 3994 W. Tyrrell Rd., Owosso, Property #010-33-100-002-01 for a variance to allow the creation of two parcels that do not meet the minimum road frontage requirement within the A-2 zoning district as Article 3 of the Shiawassee County Zoning Ordinance does not allow for this and the ordinance does allow for other options. Seconded by D. Ash. All board members present in favor. Motion carried.
- L. Ash moved to concur with the Township Planning Commission and NOT recommend approval of application #PZBA18-006 for Amy Donley, Pine Tree Lane/Pineway Drive located within Springbrook Lake Estates, Property #010-15-400-001-09 for a variance to allow a private road to exceed the maximum requirement of access to six (6) lots for an unpaved private road as Section 6.5 of the Shiawassee County Zoning Ordinance does not allow for this and the ordinance does allow for other options. Seconded by Dutcher. All board members present in favor. Motion carried.
Roads – L. Ash – Dutcher moved to accept the bids from Shiawassee County Road Commission for tree trimming as prescribed on Morrice Rd., Grand River Rd., Delaney Rd., and Waugh Rd. at a total cost of $11,550.00. Seconded by L. Ash. All board members present in favor. Motion carried.

Fireworks Permit – Jon Nash
- Dutcher moved to approve the Application for Fireworks for Jon Nash – Ace Pyro, site location, Lake Manitou, Owosso, on July 7, 2018, 9:30pm – 11:30pm with a rain date of July 8, 2018, conditional on receiving proof of insurance. Seconded by Garber. All board members present in favor. Motion carried.
- L. Ash moved to approve the Application for Fireworks for Jon Nash – Michigan Pyro Arts Guild, site location 4974 W. Grand River Rd., Owosso, on July 14, 2018, 7:00pm – 12:00midnight, conditional on receiving proof of insurance. Seconded by Dutcher. All board members in favor. Motion carried.
Driveway to Brewer Road Repairs – Dutcher moved to accept the bid from B&C Jeff Bartz & Co. to install a small catch basin and pipe to low area of dirt driveway for drainage, install new driveway culvert at the Brewer Road ditch and install a parking area for basketball area to accommodate approximately four spaces at a total cost of $4,800.00. Seconded by L. Ash. All board members in favor. Motion carried.
Employee Raises
- Dutcher moved to raise the rate of pay for the Planning Commission members and the Library Board member from to $50.00 per meeting. Seconded by Garber. All board members in favor. Motion carried.
- Dutcher moved to raise the rate in pay for hourly employee to $11.00 per hour this includes Deputies, Sexton, Maintenance, and Election Workers. Seconded by L. Ash. All board members present in favor. Motion carried.
L. Ash moved to adjourn. Seconded by Dutcher. Motion carried.
