BENNINGTON TOWNSHIP

REGULAR BOARD MEETING

November 5, 2007

The Bennington Township regular board meeting was called to order by Supervisor Lee Ash on November 5, 2007, 7:00pm at the Bennington Township Hall.

Present: Ray Wirth, Nancy Zdunic, Lee Ash, Gerald Sayles, Donna Ash.

Wirth moved to approve the agenda as printed.  Second by Sayles.  Motion carried.

Zdunic moved to approve the minutes for the October 1, 2007 regular board meeting as printed.  Second by Wirth.  Motion carried.

Sayles moved to accept the Treasurer’s report as presented.  Second by L. Ash.  Roll call vote: All board members in favor.  Motion carried.

Zdunic moved to pay bills as presented in the amount of $20,495.67.  Second by Wirth.  Roll call vote: All board members in favor.  Motion carried.

BOARD REPORTS:

Sheriffs Dept- C. Carson- Update. Report on file.

Ambulance/Fire- LSW- Report on file.  SSESA- Report on file.

Library- F. Gregory- No meeting.

Plan. Comm.- D. Ash- Reviewed two variances, supported one and did not support one. Reviewed two land divisions approving both.  Sayles moved to approve land division B for Kathy Demoran on parent parcel #78-010-22-100-003 and hold parcels C and D, per the request of Demoran to review survey.  Second by Zdunic.  Roll call vote: All board members in favor.  Motion carried.  Sayles moved to concur with the Planning Commission and approve the land division revisions, a change to the dimensions of lots, for Gary Oshust on parent property78-010-11-200-002.  Second by Wirth.  Roll call vote: All board members in favor.  Motion carried.

Roads- L. Ash- Ruess Rd. ditching is the only project which is not done.

UNFINISHED BUSINESS: None

NEW BUSINESS:

Winter Admin. Fee- Zdunic moved to collect a 1% administration fee for the Winter 2007 taxes.  Second by D. Ash.  Roll call vote: D. Ash- yes, Zdunic- yes, Wirth- no, L. Ash- yes, Sayles- no.  Motion carried. 

Snow Removal Bids- Two bids received. L. Ash moved to accept the bid from Jerry Gutting at a cost of $65.00 per plowing of the hall parking lot and $75.00 per salt application, plowing to be done at 2 inches and salt upon request.  Second by Wirth.  Roll call vote: All board members in favor.  Motion carried.

PMSA Bank Account- D. Ash moved to open a joint checking account with Woodhull Township with the remaining funds from PMSA to pay incurring bills to the Ambulance facility.  Second by Sayles.  Roll call vote: All board members in favor.  Motion carried.

Vacant Property Mowing- Place on agenda in Spring.

Land Division Application- Zdunic move to accept the revised Bennington Township Land Division Application to be used for land division requests within the Township. Second by Wirth.  Roll call vote: All board members in favor.  Motion carried.

Subdivision Control Ordinance Update- L. Ash moved to concur with the Planning Commission and update the Bennington Township Subdivision Control Ordinance as recommended by Rowe Incorporated to reflect changes by the State, PA 525 of 2004.  Sections 5.1 and 5.2 will reflect these changes. Second by Zdunic.  Roll call vote: All board members in favor.  Motion carried.

Homeless Awareness Week- No action taken.

Oakwood Cemetery Bid- Zdunic moved to accept the bid form Weinert’s Tree Service to remove Spirea and Quintz bushes, and trim the Oak and Hickory trees in Oakwood Cemetery at a total cost of $4510.00.  Second by Wirth.  Roll call vote: All board members in favor.  Motion carried.

Budget Review- No action taken.

MTA Annual- Zdunic moved to have the Township pay the cost of any board member and the Assessor to attend the County MTA Annual at a cost of $10.00 per person.  Second by Wirth.  Roll call vote: All board members in favor.  Motion carried.

Zdunic moved to adjourn.  Second by Wirth.  Motion carried.
