The Bennington Township Regular Board Meeting was called to order by Supervisor Lee Ash on July 5, 2006, 7:00pm at the Bennington Township Hall.
Present: Ray Wirth, Nancy Zdunic, Lee Ash, Donna Ash.
Gerald Sayles not present.
L. Ash moved to approve the agenda as printed. Second by Wirth. Motion carried.
D. Ash moved to approve the minutes for the June 5, 2006 regular board meeting as printed. Second by Wirth. Motion carried.
L. Ash moved to accept the Treasurer’s report as presented. Second by Wirth. Motion carried.
L. Ash moved to pay bills as presented in the amount of $82,947.95. Second by Zdunic. Roll call vote: All board members present in favor. Motion carried.
Shiawassee Chamber of Commerce Economic Development presentation by Justin Horvath and Lindsay Eister.

BOARD REPORTS:
SSESA-L. Ash- 1 ALS, 1 MFR for May 2006. Ready to give the IS 100 and IS 200 training.
Library- F. Gregory- No meeting held.
Plan Comm- D. Ash- Denied one variance.
Roads- L. Ash- Brewer Rd project will be started by the end of the month. Second application of mineral well brine will be applied starting the middle of the month.
UNFINISHED BUSINESS:
Pension Charges- Burnham & Flower has not yet sent changes.
Emergency Management and Homeland Security Division- L. Ash moved to adopt a resolution for the Designation of the National Incident Management System as the Basis for all Incident Management in Bennington Township. Second by Zdunic. Township Web Site- Eric Schuman Webmaster present for presentation of his services.
NEW BUSINESS:
Shiawassee Economic Development- Zdunic moved to pay Shiawassee Economic Development Investment Invoice of $1000.00 as per the Township contract for economic Development services. Second by L. Ash. Roll call vote: All board members present in favor. Motion carried.
Brewer Rd Tree Removal- Hold bill for reconstruction project to be complete.
2005-2006 Audit Report & Letter of Recommendations- Zdunic moved to accept the letter of recommendations from Demis & Wenzlick for the 2005-2006 Audit. Second by D. Ash. Motion carried.
L. Ash moved to accept the 2005-2006 audit report presented by Demis & Wenzlick. Second by Wirth. Motion carried.
Wirth moved to adjourn. Second by L. Ash. Motion carried.

WHEREAS, the President in Homeland Security Directive (HSPD)-5, directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS):
WHEREAS, NIMS provides a consistent nationwide approach for federal, state, local, and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size or complexity;
WHEREAS, the collective input and guidance from all federal, state, local, and tribal homeland security partners has been, and will continue to be, vital to the development, effective implementation and utilization of a comprehensive NIMS;
WHEREAS, it is necessary and desirable that all federal, state, local and tribal emergency agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management;
WHEREAS, to facilitate the most efficient and effective incident management it is critical that federal, state, local, and tribal organizations utilize standardized terminology, standardized organizational structures, interoperable communications, consolidated action plans, unified command structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management, and designated incident facilities during emergencies or disasters;
WHEREAS, the NIMS standardized procedures for managing personnel, communications, facilities and resources will improve the ability of Bennington Township to utilize federal funding to enhance local readiness, maintain first responder safety, and streamline incident management processes;
WHEREAS, the Incident Command System components of NIMS are already an integral part of various incident management activities throughout Bennington Township, including current emergency management training programs; and
WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission) recommended adoption of a standardized Incident Command System;
NOW, THEREFORE, BE IT RESOLVED by Bennington Township that we, the members of the Township Board, endorse and do hereby establish the National Incident Management System (NIMS) as the standard for incident management by Bennington Township.
This resolution was read by in accordance with Bennington Township Board and duly PASSED and ADOPTED this 5th day of July, 2006.
